International Eco-Economic Association and Guodian Science and Technology (Environmental Protection) Research Institute signed a strategic cooperation agreement.

June 12th, 2017. To promote the national ecological economy and civilized construction; to jointly collaborate on the development of energy conservation and environmental protection standards; to encourage China's local provinces and cities to standardize energy conservation  and the utilization of developmental tools and measures; to jointly promote a number of international  projects that proliferate energy efficiency and environmental protection laws; the  International Eco-Economic Association (IEEPA) and Guodian Science and Technology (Environmental Protection) Research Institute signed a strategic cooperation agreement in order to make the above goals a reality.

The two sides will be committed to joint research projects, engineering and technical personnel training, joint demonstrations of energy conservation  and energy utilization sciences, and to proctor relevant enterprises and industries to implement energy efficiency diagnostics and upgrades. Through cooperative planning and implementation, the two sides will aim to develop talented personnel in local provinces, cities, and enterprises. This will cultivate transnational cooperation, foster innovative breakthroughs in technology, and  improve the management and enforcement of energy efficiency standards. By establishing this agreement now, we will be able to jointly help the country build a set of technical research and standard-setting initiatives; which will enable the development  of personnel training and operations maintenance in critical industries while still maintaining a capacity-building base.

For China's key areas, including Beijing-Tianjin-Hebei and Henan, Shandong, Shaanxi, Shanxi, Inner Mongolia, Gansu; the implementation of energy-saving and emission reduction technology, would vigorously remediate China's air pollution control, which is the intent of the State Council¡¯s blue sky action Plan.

The two sides responded positively to the requirements of the Fifth National Committee of the Eighth Central Committee of the Party. Both must  adhere to the basic national policy of conserving resources and protect the environment, and implementing the "Action Plan for the  Sustainable Upgrading and Reconstruction of Coal and Electricity Power  Generation" (2014-2020) issued by the State Council.  The implementation of ultra-low emissions and energy-saving coal-fired units, (coal-fired units under the coal consumption of less than 310 g / kWh,  with the new unit  targeted below 300 g / kWh),  will help to achieve ultra-low emissions. This will help the attain the goal of being ahead of schedule of the 2017 and 2018 targets.

In December 2016, the State Council issued the "13th Five-Year Plan" comprehensive energy-saving emission reduction program, which stated that to  "complete the main objectives of energy-saving emission reduction, key tasks, and specific measures¡± it will require the implementation and construction of these ultra-low-emission coal-fired power plants. Additionally, the energy-saving renovation project, by 2020, will have generated ultra-low emissions equivalent to the energy output of 580 million kilowatts units. The deadline to phase out 20 million kilowatts of backward production capacity does not meet the relevant mandatory standards of the unit. Therefore, to ensure the goals are met, it will require the full implementation of energy-saving and  low-carbon environmental power dispatches,  which will help towards the development of latent heat resources management.

It is now left to the national key regional governments to complete the scheduled emission reduction tasks,  as well as up to coal-fired power plants and power generation enterprises to upgrade to meet the national energy-saving emission reduction targets. Ultimately, it  has reached a critical moment in developing an ecological civilization. To this end, the International Eco-Economic Association and the Guidian Science and Technology  Research Institute e also decided to organize systematic professional and technical training courses to for  China's small and medium-sized power generation enterprises. By introducing the latest energy-saving emission reduction technology and  replacing the existing technical level; this will potentially lead to  more than 60% energy-saving emission reductions. It will allow for power generation enterprises to achieve national 2017 and 2018 levels, provided the target levels to provide technical capacity are protect and maintained.  These will mainly include the following: the unit low energy heating energy-saving technology and engineering applications; turbine energy-saving comprehensive transformation of key technologies; preventing de-nitrification  of boiler air pre-blockage technology; National Development and Reform Commission energy-saving emission reduction policies and resulting energy-saving evaluation technology; and most vital: the continued scientific research and  development of technology to observe and monitor emissions.

June 15, 2017: vice president and secretary-general of the International Eco-Economic Association, Li Junyang; the State Environmental Protection Department , inspector Xiao Genwang;  the International Eco-Economic Association of information technology experts; chairman of the National Development and Reform Commission Department, former deputy inspector Jin Dongping; and his entourage in the National Institute of Science and Technology Research Institute of Environmental Protection: the two sides on the strategic cooperation agreement will further study the development of implementation steps and measure. The two leaders further clarified that they would be supported by government agencies such as the  National Development and Reform Commission, Ministry of Environmental Protection, and the Ministry of Industry. They will assist in the implementation of energy-saving emission reduction technology program for China's key provinces,  and  the cities of coal-fired power plants and power generation enterprises will need to upgrade to meet the national requirements to complete energy-saving emission reduction targets.

Li Junyang also stated that for the provinces and municipalities to complete energy-saving emission reduction goals, it will require more than air pollution prevention and control. Energy conservation is an important means of ecological and economic development, but also an means to improve energy efficiency, which in turn reduces the consumption of energy. This ultimately reduces the need for a high output from power generation plants, and this will have huge economic benefits. This will lead to the formation of economic and environmental bilateral development. For the two sides to build and implement the cooperation plan, it will likely require energy-saving emission reduction capacity-building. Jin Dongping, deputy inspector,  pointed out that the two sides need to communicate highly in order to cooperate on the energy-saving solutions, as well as the formation of a technical directory.  By vigorously promote a number of demonstration and cooperation projects, this work will be the one of the tasks of the National Development and Reform Commission.  This will hopefully vigorously promote local provinces and municipalities to provide a concrete solution to complete their emission reduction targets, provided the parties are willing to collaborate and support the smaller enterprises. By adjusting the focus to set a good plan and road map, with a focused selection of targeted areas and projects, the goals will be gradually implemented.

The first training course on energy-saving and emission reduction system technology for coal-fired power plants and power enterprises will be held in Nanjing from 20 to 21 of July,  2017. The main training targets are the main leaders of the coal-fired power plants and power enterprises. It will then be on these leaders of industry to complete all training courses,under the assessment of the International Eco-Economic Association and the State Power Science and Technology (Environmental Protection) Research Institute. If completed, we will jointly issue a "power enterprises energy-saving emission reduction system professional training certificate" . This can be used as the basis of the power enterprise  energy-saving emission reduction system, and after assessment and certification; the senior engineering management staff  will be able to continue to use their education as well as attain a professional rating. At the same time, they will be able to participate in the training of their business technology leadership, once confirmed by the audit. After this further certification,  they will have access to talent pool of senior engineers in the field of energy-saving and emission reduction.
