Establishing a Global Ecological Aid System, Beijing- The 7th World Economic and Environmental Conference-Presidium and Invited Guests Roundtable Conference was held in Beijing

On January 26th, 2018, Beijing- The 7th World Economic and Environmental Conference-Presidium and Invited Guests Roundtable Conference which was supported by Beijing Municipal Government and co-organized by International Ecological Economy Promotion Association (IEEPA), school of Environmental Science and Engineering, Tsinghua University and Chinese Association of Agricultural Economics, was held in Beijing. The theme of the conference was ¡®The Belt and Road, Economy and Environment Corresponding; Clear Water Blue Sky, Innovation and Development of Productivity¡¯. Diplomatists from more than 25 countries, officials and academic experts from Environment Protection and Resources Conservation Committee of NPC, Counsellors¡¯ Office of the State Council, Chinese Academy of Engineering, Chinese Academy of Sciences and Tsinghua University , such as Ding Zhongli, Chairman of the Central Committee of Chinese Democratic League, member of the NPC Standing Committee, Vice-president of Chinese Academy of Sciences, Hao Jiming, President of IEEPA, Academician of Chinese Academy of Engineering, Member of National Environmental Advisory Committee, Chris WOOD, Charge d'affaires, Delegation of the European Union to China, Gustavo Gonzalez, Charge d'affaires, Embassy of Chile in China, attended the meeting. Li Junyang, full time vice president of IEEPA hosted the meeting , and released Beijing Initiative which was titled ¡®Promoting the Green and Low-Carbon Transformational Development of the World, and Establishing a Global Ecological Aid System¡¯.

Building ecological economy and leading green low carbon reform

Ding Zhongli delivered a keynote speech which was titled ¡®Building ecological economy and leading green low carbon reform¡¯. He pointed out that economic growth and environmental protection are two important issues faced by human development. How to keep the balance between these two issues has been drawn attention by the international community. Developing ecological economy, promoting Eco-civilization is the key to address the economic and environmental issues.

He also said that Eco-civilization construction has achieved great success. Desertification has been controlled. Aquatic ecosystems have been restored. The air quality of major cities has been improved. Carbon emission has declined. He pointed out that technology should play a leading role in promoting Eco-civilization construction. The relationship between global carbon dioxide emissions and economic growth has been weakening in last 3 years. The main reason for this phenomenon is that the development of clean energy and renewable energy and their applications promote the industrial transformation and upgrading and offset the dependence on traditional energy. Developing efficient and economic low-carbon technology which target key pollution sources and key industry, promoting ecological economy will improve the ecological environment.

Ding also pointed out that international community needs cooperation to promote Eco-civilization construction. He called on countries from all over the world to transfer their advanced technology to the areas that are in urgent need of environmental technology. He hoped that the developing countries along the Belt and Road can take advantage of Chinese practical experience. He also hoped that more and more countries and enterprises can transfer their technologies to China and make China the best model in green low carbon economy.

China needs to continue to work hard over the next 20 years

Hao Jiming, President of IEEPA, Academician of Chinese Academy of Engineering, Member of National Environmental Advisory Committee, stated as the quantities of coal in China increase rapidly, many people believe that it is impossible to reduce the total carbon production. However, the use of coal has decreased by 300 million from 2013 to 2017 and dropped to 60 percent of energy consumption from 67 percent. He also pointed out that energy consumption and carbon emission of£¤10,000 has decreased. 50 percent of the units in China have been upgraded, and China has already been the world¡¯s largest coal and electricity system. As for PM2.5, many measures have contributed to PM 2.5 reducing tasks. PM2.5 has decreased by an average of 10 micrograms per cubic meter, which 6.8 micrograms per cubic meter have been reduced by energy structure adjustment and 4.2 micrograms per cubic meter have been reduced by industrial structure adjustment. Hao also stated that China¡¯s economy is working better than expected. Economy aggregates of China are over£¤80 trillion, and the rate of growth is 6.9 percent in 2017. China has contributed to 30% of the world economy. Hao pointed out that we should learn from international experience and explore the possibility for the coordinated development of economy and environment. America's experience has already indicated that it is possible to realize the win-win situation between economic development and environmental protection. He said that China needs to continue to work hard over the next 20 years. China should continue to reduce the greenhouse gas and air pollutant emission and insist on a green growth path.

Green low carbon development will benefit the economy and employment, early action can gain profit

Chris WOOD, Charge d'affaires, Delegation of the European Union to China, stated that green low carbon development is the priority in development strategy for both EU and China. Both EU and China have already realized that green low carbon development is very important for economic stability in the long term. He pointed out that there is a 40-year history of environmental legislation in EU. Over the past 20 years, EU has made a lot of efforts to promote the coordinated development of economy and environment and has achieved lots of progress, such as developing environmental impact assessment, making use of policy and market to promote innovation and create more job opportunities. In one example, he said economic modeling can empower the policymakers to decide what policy they should adopt and which direction they should go. Environmental goals of EU is to reduce green gas emission by 40 percent by 2030. EU also plans to reduce the use of coal and fossil energy each year. EU also use environmental tax to calculate environmental destructive index and to achieve economic benefits by means of the market. WOOD also pointed out that there were 9 million people in EU whose job is relevant to environmental protection in 2014. Now the number increases to 18 million. There is an indirect correlation between employment and environmental protection. One in every six people works in the environmental field.

As messenger of global ecology, civil society should take the lead role

Li Junyang, full time vice president of IEEPA, pointed out that President Xi Jinping set a goal to build a community of shared future for all humankind and create a better future for the world in 2017. In this direction, governments, civil society and enterprises should work together to find solutions to the global environmental, economic and development issues. He emphasized that we should cooperate with innovative industry leaders to achieve the goals of green low carbon development. In order to promote global green low carbon reform, he called for establishing a global ecological aid system. He also called for governments of all countries to seek the "biggest common denominator" for ecological protection and environmental responsibility by formulating policies and systems integrating the environmental capacity with economic development, thereby reaching the objective of sustainable development by strategies on the national level;  enterprises to proactively take their responsibilities for ecological protection and for green and low-carbon development in their production, operation, industrial investment and integrate social interests and ecological interests with economic interests.

Chinese and foreign experts shared green low carbon development experience, green Belt and Road became the focus of attention

Zhao Linhua, chairman of the Board of Supervisors of State-owned Key Large Enterprises, Gu Yidong, member of the Environment Protection and Resources Conservation Committee of NPC, Zhang Hongtao, consultant of the State Council, Liu Zhiren, consultant of the State Council, Gustavo Gonzalez, Charge d'affaires, Embassy of Chile in China, Karl-Olof Andersson, deputy head of mission, Embassy of Sweden in China, Teresa Kol Alvarenga, minister counselor£¬Embassy of Portugal in Beijing, Thierry BERTHELOT, first counsellor, French Embassy, and Samuel Juarez Casado, counselor, Agriculture and Fisheries, Food and Environmental Affairs, Embassy of Spain in China exchanged their ideas on ¡®Solve the problems and realistic difficulties for development of enterprises: The pain of industrial transformation and upgrading¡¯ ¡®Construct Ecological Economy and Lead the way to China¡¯s green Low Carbon Reform¡¯ ¡®Promote civil society organizations as important component of The Belt and Road Initiative¡¯, and shared green low carbon development experience from China, EU and Latin America.

Zhao Linhua pointed out that environmental quality is determined by the structure and stage of economic development. Through green low carbon development, environmental protection has accelerated the transformation of economic structure. He said half of the state-owned enterprises have set up environmental protection companies. This is not only because state-owned enterprises should implement the policies, but also because they realize the development opportunities.

Gustavo Gonzalez pointed out that civil society is an important force. He said that the joint declaration which was released at the Belt and Road Forum for International Cooperation in 2017 emphasized the importance of non-governmental contact and culture exchange. He said we should support activities of civil society and integrate different forces to protect environment.

Karl-Olof Andersson, deputy head of mission, Embassy of Sweden in China, pointed out that in order to achieve Sustainable Development Goals in 2030, Sweden needs to promote low carbon development. He called for the cooperation among all the industries. He also emphasized the important role of consumers as they decide the products and services they want to use. He said Sweden would realize zero carbon emission.

Established a Global Ecological Aid System

¡®Promoting the Green and Low-Carbon Transformational Development of the World, and Establishing a Global Ecological Aid System¡ª¡ªBeijing Initiative¡¯ was released at the conference. The initiative pointed out that it is still extremely challenging for the world to achieve blue water and sky by now and the government, the industrial community, research institutions, social organizations, and individuals from all countries should work constantly and explore actively a road of "Belt and Road, Blue Water and Sky" for all the people on the world. The initiative also proposed that we should promote global green low carbon reform and establish a global ecological aid system. Li Junyang, full time vice president of IEEPA, stated that social organizations play the role of ecological ambassadors at home and abroad, proactively participate in the establishment of a global ecological aid system, act as a steady bridge for the communication among the governments, the public, and the market, enhance social supervision on ecology and environment, detect and investigate acts of damaging the ecology and environment pollution, disseminate and promote ecological ideas, improve the awareness of environmental protection for the public, guide and influence acts of enterprises, drive all forces of society to actively practice their social responsibilities, and promote the harmonious development between human beings and the nature, so as to make their contributions for the objective of "blue water and sky."

2017 Green and Low-Carbon Transformational Development Achievements¡ª¡ªInternational Carbon-Value Award Festival was held at the conference. 20 enterprises including Hengan International Group Co.£¬Ltd., Inner Mongolia Yili Industrial Group Co.,Ltd., Aerospace Kaitian Environmental Technology Co.,Ltd., Baidu Online Network Technology(Beijing)Co.,Ltd., China Minsheng New Energy Investment Group Limited, Cisri-Zhongke Energy Conservation And Technology Co., Ltd., Tongwei Solar (HEFEI) CO.,Ltd., Beijing Electric Vehicle CO.,Ltd. Won the Carbon¨CValue Innovative Value Award. The award is set for the enterprises who have made a unique and rewarding research and exploration on ¡®policy innovation, management innovation, technological innovation, market innovation¡¯ in low carbon field. The purpose of this award is to remind entrepreneur to be innovative and take the lead role in promoting reform.

The World Economic and Environmental Conference£¨WEC£©originated from the concept of ¡°Green New Deal¡± initiated globally by the United Nations in 2008. Launched in China, the WEC is a global professional summit that aims to build a platform for communication between the government and the civil sector that promotes the balanced advancement of climate change, sustainable development and economic growth. Since 2008, 6 conferences and 3 annual meetings have been held successfully, and each conference has consisted of 10 professional forums and industry meetings. So far, WEC has engaged approximately 6000 representatives from 60 countries. More than 30 local and international organizations, professional institutions and industry associations have come together to jointly co-host the conference. Together, we witness the green journey to promote the sustainable development of the world economy and environment and to discuss solutions to climate change-related issues in achieving human ecological holism.
